TRUST Office

TRUST is a national data analytics platform that enables anonymised health-related research and real-world data to be brought together, accessed and used in an expeditious and secure manner. The platform supports health data analytics and innovation between public institutions, and between the public and private sectors to improve health outcomes. TRUST is co-developed by Ministry of Health, Ministry of Digital Development and Information (MDDI),  Government Technology Agency (GovTech) and Synapxe.

Operationally TRUST is overseen by the TRUST programme office, and led by the Director, TRUST Office. The team is drawn from various agencies, including the Ministry of Health, GovTech and Synapxe. 

A TRUST Data Access Committee (DAC) acts as the approving authority for access to data in accordance with TRUST governance frameworks, pre-agreements between TRUST and the Data Contributors and public sector data sharing guidelines. The DAC is responsible for ensuring safe purpose of use by reviewing the scientific, clinical, health and economic value of each data request. Most importantly, DAC serves to ensure that the right balance is maintained between advancing public interest through health innovations that contribute to better health outcomes while protecting individuals’ privacy and confidentiality.

TRUST adopts the Five Safes Framework (Safe Purpose, Safe People, Safe Settings, Safe Data, Safe Output) in its governance framework and deploys synergistic technical solutions across the data lifecycle (i.e. from data acquisition to destruction) to maximise data utility and protect the data on TRUST.
